• •1. Start with clean, dry eyes. 2. Apply the eyeliner directly to the waterline or lash line using the retractable automatic tip. 3. For a more dramatic effect, use a synthetic brush to apply the eyeliner and then apply a matching eye shadow on top. 4. Blend the eyeliner along the bottom eye line for softer definition. 5.
