- •1. Apply lip balm or primer (if used) to clean, moisturized lips. 2. Twist or pull off the cap of the lip paint pencil. 3. Apply the lip paint evenly onto lips, starting from the center and moving outward. 4. Blot lips with a tissue to remove excess product and ensure an even finish. 5. Reapply as needed to build color intensity. 6. For longer wear, set the lip color with a translucent powder applied with a small brush.
